Why does winter have to be cold?

I turned up the heat at work to around 72-73 degrees a couple of hours ago, but I'm still freezing. I don't know if it takes longer to warm up, or if the heat doesn't circulate back here since my personal office doesn't have a heating vent. I hear the heater running, but I can't feel anything coming out of the vents in the main part of the office. I actually felt warmer when I opened the fridge, that's how cold it is!
